As a teenager, he was raised by his aunt in Manchester. Later, he returned to his hometown and a bad period started in his life. In particular, he was suspected of drug trafficking and involvement in the criminal world. Later, the press even wrote that Mark Duggan could be one of the Star Gang founders. Sometime before Mark’s death, his cousin was killed as well. It happened in March 2011. Therefore, the police began to monitor Mark Duggan, as they suspected he was planning revenge for his brother. Intelligence and surveillance were carried out by officers attached to Operation Trident. In a while, Mark Duggan was arrested for possession of stolen property and cannabis.

The killing, society’s reaction and the results of the investigation

Mark Duggan was shot dead while being transported by police officers on August 4, 2011. During the traffic stop, Mark allegedly left the vehicle and pulled out a gun. After two shots in his biceps and chest, the man died. However, there was no camera surveillance in the area. According to the testimony of the car driver, Mark Duggan was treated very cruelly. In general, it was quite difficult to carry out further investigation because there was a lack of evidence. Nevertheless, the case was made public. Thus, a photo showing police officers standing next to the man’s body circulated on Facebook. It gave impetus to the creation of more than a hundred reports around the world. The public reaction was reflected not only in social networks and newspaper headlines but also in large-scale protests and rallies. People massively condemned the actions of the police and demanded the culprits be punished. For the first time, people took to the streets on August 6, 2011. Mark Duggan’s family and other residents walked from Broadwater Farm to the police station. They demanded clear answers from the police. During that rally, police officers beat the girl and the crowd burned two official cars. Mass protests took place in various areas of London for several more days. They often resulted in the deaths of protesters. Mark Duggan was buried on September 9. Thousands of people attended that event.

Of course, the death of a 29-year-old British man was followed by an investigation and a number of court hearings. One of them was postponed to January 2013. During that period, new clashes and protests arose from time to time. That event shook the whole world. First, people were outraged by the irresponsible attitude of the police and subsequent impunity. Secondly, the issue of racial discrimination remained relevant. On December 11, 2013, students staged a protest near the Royal Courts of Justice. On January 8 of the same year, the court recognised the killing of Mark Duggan as legal. After the investigation was completed, Mark’s mother tried to appeal the decision several more times, but all claims were rejected. The police pleaded not guilty even after the case was reopened in 2019.

London’s emergency services, like all similar services in the world, were created to protect the public and legally resolve conflicts.
