Under Mayor Sadiq Khan’s leadership, the city has made remarkable progress in tackling environmental pollution through a series of ambitious initiatives. Since taking office in 2016, Khan has made environmental policy a cornerstone of his administration, aiming to transform the metropolis into a zero-carbon city by 2030.

His initiatives are built upon the foundations of the “London Environment Strategy” and a comprehensive climate action plan. The Mayor’s focus is on creating green jobs and improving the health of Londoners through these environmental reforms. For more information, read on at london-yes.

The Fight Against Climate Change

The climate emergency is one of the greatest threats of our time. According to the UN, global temperatures are set to rise by 2.7°C by the end of the century, with severe consequences for people worldwide, including Londoners. In response, Sadiq Khan has collaborated with London’s leading climate experts from various sectors to introduce decisive measures to combat this crisis and protect the future.

Air pollution is a significant part of this problem. In December 2018, Sadiq Khan declared a climate emergency, setting an ambitious goal for London to become a net-zero carbon city by 2030. This has led to major changes for Londoners, particularly in the areas of heating and transport, which account for roughly half of the city’s greenhouse gas emissions.

However, the Mayor’s authority is somewhat limited, and emissions aren’t contained by administrative borders—about half of London’s pollution originates from beyond the city. Despite this, Khan has pledged to reduce food waste by 20% per person by 2025, decrease waste from plastic bottles and coffee cups, recycle 65% of the city’s waste by 2030, and completely eliminate biodegradable waste from landfills by 2026.

The Battle for Cleaner Air: The Ultra Low Emission Zone (ULEZ)

Sadiq Khan’s most well-known initiative is the Ultra Low Emission Zone (ULEZ). Initially launched in Central London in 2019, it was expanded to cover the entire capital in 2023. This new, larger zone encompasses every borough, bringing cleaner air to millions of people and is expected to cut carbon emissions in outer London by an impressive 27,000 tonnes.

The programme requires drivers of vehicles that do not meet emissions standards to pay a daily charge to drive within the zone. This charge also applies to older vans, motorcycles, and minibuses. Given that London has some of the highest pollution levels in Europe, the ULEZ scheme was specifically designed to reduce the number of highly polluting vehicles travelling through the city.

Vehicles with low emissions are exempt from the ULEZ charge. Each vehicle is assigned an emissions level, which is checked as it enters the zone by one of the many cameras. Motorcycles are exempt from ULEZ charges if their NOx emissions do not exceed the “Euro Level 3” standard. Military and agricultural vehicles, historic cars, and vehicles used for the showbiz industry are also exempt.

Since its introduction, ULEZ has significantly reduced pollution across the metropolis, with some areas seeing a drop of over 50%, resulting in much cleaner air. In 2024, London’s NO₂ concentration fell by 27%, emissions of fine particulate matter decreased by 31% in outer boroughs, and air quality improved at 99% of monitoring sites across London.

Broader Environmental Initiatives

Sadiq Khan also launched the “Green Roots Fund,” a £12 million initiative to expand London’s waterways and green spaces. The fund invests in projects that boost climate resilience. So far, over a million trees have been planted, with plans to reintroduce wildlife into London’s rivers. The strategy also includes transforming streets into “green corridors,” increasing biodiversity, and creating new green jobs by 2030.

Another programme, “Greener Schools,” helps schools save up to £18,000 a year on energy costs through solar panels and other efficiency measures. Part of the climate plan, “Net Zero Schools,” involves installing solar panels on school rooftops and air filters. Khan is also investing in energy efficiency for offices and homes, creating new jobs in green industries. These initiatives combine education with environmentalism, teaching students about sustainable development.

It’s worth noting that Khan’s policies also cover transport, with London’s bus fleet now boasting over 2,000 electric buses. The city has an ambitious goal for its entire bus fleet to be zero-emission by 2034. The Mayor is also aiming to make London a “carbon neutral” city by 2030 through the creation of the “Climate Finance Taskforce,” which mobilises private capital to help decarbonise the city.

In conclusion, Sadiq Khan’s work is a concerted effort to position London as a leader in the global fight against climate change. From tackling zero emissions to creating green spaces, his policies are not only protecting the environment but also improving the quality of life for Londoners and building a sustainable future.

Every city has its success stories, and London is no exception.
